Ugh. Great that this helped several people. This did not fix my scrolling issue.
I cleared the cache and the data. Restarted phone. I then set up my email accounts again in the Samsung email app and it's still happening.
Bummer.

Are you sure you uninstall the updates of Android System Webview? There was no need of uninstall email app or reconfigure the email account. Just try one more time it was really frustrating for me also while working from phone

You're right. I did not uninstall updates after clearing cache.
Just did a quick test ... scrolling ability has returned!

Thank you for passing along the fix.
I have a couple of questions.
1) By resetting updates, will my S23 lose all past updates or can I select the most recent ones?
2) By clearing all data, will I lose all my past emails?
