It worked at first but had started doing it again. Applied the fix again, but lock back. Tried third time and so far is holding. Has this happened to anyone else?

Me too. It just failed for me. I'm going to do the "fix" again and see how it goes. Seems my worries were well founded about the possibility that the OS might check and reinstall it.

I "fixed" mine yesterday but now it's back to not allowing me to scroll.

EDIT: below worked at first using the dev version, then not. I'll have to go back to the version 96.0.4664.61 and try to shut off updates. Bummer that the dev version didn't work.

I just downloaded "android system webview dev" and "android system webview canary" and tried each of those by changing in Developer Options. The canary version didn't work, but the dev version does.
That printscreen shows Webview Implementation. Click on that in developer mode after having installed Android System Webview Dev from playstore, then select the dev version. See below.
That dev version appears to work. No idea if it will cause other issues displaying web content in the emails, but so far works.
