Same issue as this guy, the solution given did not work for me.
This used to just be an issue with Discord so I assumed it was a problem with the Discord app, but recently (just today), Snapchat also started displaying thie behavior. The other party can't hear me, but the app doesn't say my microphone is muted.
I can still switch be heard if I leave Snapchat up in picture-in-picture, but I'd rather not have to rely on that, as cluttering up my screen with picture-in-picture and preventing my screen from shutting off is annoying and unneededly drains battery.

This issue just started with the most recent android patch. There are no permissions causing the issue. The issue is being caused by the app not being in the foreground causing the Mic to become disabled. I tried using "Sound Assistant" to bypass the blocking as I do with playing music while recording videos and it did not work.
Seems the issue is Snapchat specifically need to update their configuration to match the new android patch.

Just a quick follow up. Snapchat pushed an update yesterday, Jan 28th, and it has resolved my issue. I did clear cache after the update as well. I am apart of the Beta program, you may need to enable the Beta program to get the update if it isn't pushed yet.
