It will not progress past this stage during smart TV setup.
No error code appears. I have left it for a couple of hours and there is no change.
TV model is LT32E390SX/XU

Thank you! I managed to call support and they took me through the steps to reset the smart hub and the factory settings and it’s all ok now. Had no issues with setting up
the smart hub after that

I have the same issue here but my tv is fully connected to the internet. any help guys

Perform the factory reset in the menus then you will be rocking. I messed around with mine for 3 hrs yesterday, did the reset then used the smartthings app and good to go.

Hi - similar issue on my UE43TU7172UXXH. Everythint was working fine until we tried to watch the Eurosport app. It wasn't loading so I Googled it and took the wrong advice as it turns out. I performed a self diagnosis and reset the Smart Hub. After that it all went t*ts up.
I had to then agree to new Terms and Conditions and got to the above point you all had.
On the Smartthings app I try to add the device. The app detects the TV and I am given a PIN to enter on the app. It then gets to 99% and tells me unable to add device, error code 16-001.
If I click on T&C Policy set up it is stuck on stage 1 and after a few minutes it says server is down for maintenance, try again later (60-1)
In software update it says current version 1420. I click update and it tells me I have to agree to T&C first.
I'm in Slovenia, I don't use a VPN and TV has worked fine since purchase in Dec 2020.
I have contacted the wifi provider who has confirmed no outages in area. However I only connect via Wifi as there is no cable in my village yet. 5 bars on router, all other apps, laptop, phones etc working. Speed test gives 20mbps.

Is factory reset same as smart Hub reset? As I've done that and no change to issue
Ignore me - have found how to do factory reset and sadly no change, still says server is down and undergoing maintenance try again later (60-1).
Will have to call Samsung I think

Hey, I've got a tu8000. My problem was that it kept displaying internet unstable while trying to accept the terms. My internet was not unstable as I have 300 up/300 down. The only way to accept and get things working for my tv was the factory reset. That sux man. I found a different link while searching around back then about what you might be experiencing but don't remember exactly where unfortunately. These tvs are a pain in the a@@. It should be easier. I can't believe you cannot use apps without the horrible process of trying to accept terms which should just be simple in my opinion. Try unplugging it for awhile then retry? Sorry man, I'm a mechanic not a television tech unfortunately. I hope you get your issue resolved. Keep looking around on the net. That link I found had trouble codes and specific instructions on how to resolve your problem. Goodluck.

I concluded that my TV must have decided at some point that my previously perfectly acceptable WIFI signal was now not perfect, and something had happened to the software when I reset the smart hub. (I could be completely wrong).
Every similar issue I found online was about the TV being made in one part of the world but trying to be viewed in another, but I'm in Slovenia and it was made and bought in Slovenia.
Anyway I spent a couple of hours downloading and trying to copy the firmware folders to a USB stick and whilst waiting for that to happen I came across the above site, thought I'd try solution number 6, the hard reboot. Highly skeptical, I pressed the Poswer on button for around 5 seconds before the Samsung TV Hisense text came on, then I stopped pressing, and hey presto about 3 seconds later the TV started up and the first screen was the T&Cs part 1 ticked and a screen full of Slovenian language text to read through (I'm English but I got the gist), and then it was just a case of signing in to my Samsung account on the TV to work through the rest of the set up. Had to download all the apps (Netflix, HBO GO, Eurosport etc) again and sign in which using their TV keyboard took way longer than I cared for, but it's all sorted now. Good luck to anyone else out there!
