Data Saver on, apps use Data

Hello.
While I have the Data Saver on some apps can still use background data.

It always happens with Viber and it happened once with Instagram, WhatsApp, and Viber at the same time.

Note that the only apps that I have allowed to access data while Data Saver is on are not the ones mentioned above.

I have the latest update with October 2019 Security Patch.

Possibly those apps are minimised only, not closed.

Please tap the recent button, then clear opened apps. 

Please restart the phone to refresh the system.
