@Steve1956: On your Galaxy A21s, please swipe up from your Home Screen > Settings > Tap your profile at the top of the list of settings > Profile info > Email > Change, then enter an active email address that you can use to receive the verification emails. You could also select Security and privacy > Two-step verification, and disable this feature if you continue to have trouble with this process.
For steps on how to return the phone to its factory settings, please refer to the guide below.

I know it might be a bit too late but I will leave this one here in hopes of helping someone else in the future.
I had the same problem with one of my old samsung smartphones.
What I did to bypass it was as follows:
I went to samsung website to access my samsung account from there
Since I didnt have the access to the old email I used the qr code to sign in
Open the QR code option from the dropdown in your samsung phone and use it scan
Now you should be inside your samsung account in your pc
Navigate to Devices > Under signed in devices you will find your device with the model name
Press sign out > now check your phone in settings > accounts and you will see that you are signed out.
Now factory reset and voila it works.. Job done

I'm unable to even get contact to the email my Samsung Account is under, and in order to remove the account/sign out, it requires me to sign into that google account.
