I think you'll find most retailers have this clause in their returns / refunds policy.
Samsungs policy specifically states
a) you have handled the product more than if you were reviewing it in a retail store before purchase (e.g.) you have used it more than is necessary to establish its nature, characteristics and functioning). Including if you have installed the product(s), connected the product(s) to services such as water or gas, or inputted any data, or installed software. We will make a minimum of 20% deduction from your refund for the reduction in value of the product(s).
Imagine buying an oven, cooking a chicken in it, and then saying nah give me all my money back. Never happen.

Whereas Amazon will accept a returned Samsung phone as long as it is physically undamaged and not locked. Just factory reset a phone and return it. In deciding whether a handset suits you I don't think it's unreasonable to download some apps and see how they perform as long as the phone is reset before return. This puts me off buying a phone direct from Samsung.

Hello
This is not a great customer service, I have bought a S24+ mobile and wish to return after 2 days (https://www.samsung.com/uk/smartphones/galaxy-s24/buy/?srsltid=AfmBOorLCm2UfBusQNDl0MCawDSPEHztm22pr...). In the purchase section in Samsung store there is no mentioning of this weird 20% return charge for any data usage on the newly purchased phone. It simply states, "You may return your products for any reason, free of charge, within 14 days of delivery " and there is no re-direct link given which tells regarding this charge. Samsung has conveniently parked this information on additional 20% charges in a different URL page and giving out warning of this excess charges to customers when they come to initiate a return.
The new phone setup process itself is asking for Google account sync while turning on. Samsung can therefore penalise to charge 20% return fee just because of the data used on Google products. Not fair!
Its not legal in the UK and clearly an advertisement standards issue. Will be raising it to authorities.

Does this still apply if the product is a mobile phone and it has been used for 24hrs in the house prior to returning it?

@MisterSee: If the device has been used (if you have inputted any data, installed software onto the product or if earbuds/earphones have been used) then a minimum 20% deduction will be made to your refund. For further clarification, please take a look at the link below.
