Then it does sound like your bank is possibly auto blocking the verification.
And or try clearing the browsers private browsing history and cache and cookies 🤔

I'm having exactly the same problem. Such a waste of time. I have 15p pending off my credit card but it's still not working.

I have exact same problem on my Samsung Galaxy A9 Tablet. Get to the stage to verify with cards and it doesn't work. Just says "Couldn't verify identity. Try again."

Same issue here, every time I have ever tried to set up parental services for my children I get the same impossible convoluted and failing situation...
So frustrating, I get security is a thing but 2 cards added and yet it says it cannot use either, there's no doubt many people will have faced the same and been forced to set up standard accounts for their kids because the so called tech experts haven't really got a clue how to implement functional safety for children...
