The storage is not actually occupied by files. It's just the way the phone reports storage makes it seem that way. It groups the 'lost' storage through conversion with the storage the phone uses for the system. It's a common thing with storage drives but the difference is how the system reports it.

Just checked my S23 Ultra with 512GB storage and my System storage is 83.7GB

My s23 ultra takes up 120gb. It's crazy. I dont understand why it's so high.

Mine is at 102 GB.  I was in the Apple Eco System for so long and transferred my iphone 11 pro max onto the s23 ultra.  I have a hunch that something from the iPhone made the system so big. 😞

What if Samsung has left the System partition bigger on purpose?
In my opinion, it is possible that it is a forecast, on the part of the company, since in the near future it decides to implement the Seamless Updates functionality. We know perfectly well that this functionality will need space /partition A/B/.? Is it possible that the new System partition of Galaxy S 23 is an A/B partition??

My 1TB S22 Ultra was on about 94GB system storage. Out of curiosity I tried wiping the system cache but no significant difference. As I was expecting my S23 imminently I did a full factory reset and that only brought it down to approx 91GB. I believe one factor at play here is that device storage is advertised in metric units so 1GB is 1000000000 whereas the operating system measures in binary form so 1GB is 1024*1024*1024 bytes. The difference is about 7% so on a 1TB phone that comes to about 70GB. I think what they are doing is including this 7% into system storage to make the figures appear to add up. On a 512GB model the overhead would be about 35GB.

☝️ This. I was just going to post the same article. The reason is a combination of how storage is measured vs. what it actually is, how android has always reported the number, and how Samsung has decided to present the result.

 In short, it's not nearly as bad as it might first look. It does seem that the One UI overlay is bulkier than others but it isn't as far out of whack as the uninformed articles suggest. My guess is it has to do with all the additional functions Samsung's added to Android. I personally really like all the features One UI has built in and how they all work together. I'll take the (not as bad as it looks) storage hit in trade.
