Sounds like a similar thing to what @London2tim is experiencing with theirs (https://eu.community.samsung.com/t5/galaxy-s23-series/smart-view/m-p/6911580 ) and that @Easty suddenly starting encountering with their Fold4 and TabS7+ a few days ago (https://eu.community.samsung.com/t5/galaxy-z-fold-z-flip/smart-view-issues/m-p/6911583 ).

Which Smart View version number is on your devices (the ones that work and one that doesn't; and what mobile network are you with? (I'm wondering if there's something else in common that you all have here.)

i have the same issue with an LG OLEDCX55.
other Phones and my laptop working very well. only my new GS23 Ultra are unable to connect with my LG TV...
The fail happens with SmartView and with Dex too.
