I've seen a few similar posts in regards to this @GalaxyGeekPro 

My Samsung Galaxy s²² Ultra uses 35.76gb of storage on my phone.

Did you transfer your previous information from your previous phone to the new phone via Samsung Smartswitch  ?

If so try a Factory Reset and start again maybe !

What was your phone total storage on s22 ultra ? Yes I have transferred from my old galaxy to this new one? But how does that increase or decrease for storage ?

Omg!!! I don't understand the reason. Mine is 512gb model , system occupies 77gb, yours is 1tb model which your system takes 95gb.
I don't understand reason. If samsung is reading is comments. Please look into this.

My system storage on my S23 Ultra 512Gb is 78 Gb
So yours is about right.
These phones have a huge amount of features and abilities. So you will expect the system storage to be reasonably sizeable.
I can't answer as to why the higher the memory is the higher the system take up is.
My guess is that some of the 78Gb storage is set aside in case of high demand tasks.
Also some will fill the memory storage in the phone. So in order for smooth stable running of a phone. A certain amount of the phones storage will be kept free.
If a phones storage is too full up. The software will have no buffer to call against and the phone will freeze, lag and crash.

My S22 Ultra had 256GB storage, the percentage used of everything on the phone came to 33 percent. 

With my S23 Ultra with 512GB storage, the percentage of everything on my phone now comes to 18 percent.

The system storage number isn't entirely accurate or rather not static. Typically larger storage will use more system storage which is perfectly normal. Samsung give a generous amount of free space even after system, apps and OS are installed on a fresh device. I wouldn't concern myself over this number as it is very easily miscalculated.
