Need help

So my friend phone says it changing but it just stop at %63 (like you see on the pic below) but says it changing still but doesn't go up

Any idea guys?

She done

.check the changing cable and plug and swapped them

.checked the battery overheat (it doesn't)

.done phone diagnostic though the member app (came back fine)

.restart the phone 

.charger port it clean and not damaged

Check battery protection settings- though 63% is a little odd

It is worth trying to charge the phone in Safe Mode, in case there is a third party app limiting the battery's charging capabilities. 

Swipe down from the top with 2 fingers > Tap the Power icon (top right) > Long press Power Off > Tap the shield and the phone will restart. Safe Mode is handy tool that disables all downloaded apps. If the phone charges fully while in Safe Mode, your friend will need to go through and uninstall their downloaded apps one by one, until they find the culprit.

OK I have to try that but it just started yesterday night and nothing has been installed recently

I was going to replace the battery but am still not 100% it the battery but if I do replace do you think that work?

Just because an app hasn't been installed recently, doesn't rule out a third party app being the cause. This is  why Safe Mode is a great tool for diagnostics like this.
