@shazaaaa: Are you referring to the standard Settings menu (cog symbol in the Apps screen)? If so, have you recently installed any third party apps or launchers? When you open Settings, do you get an error message or notification?

Firstly is the device being used in the intended region?
Ensure software/Apps up to date. You could try a soft Reset, hold the Volume Down and Power Button down for around 10 seconds until the Device Reboots. Do you mean you have cleared the cache partition, you could also clear the cache from Settings.
if not resolved advisable to Factory Reset, ensure Data is backed up before completing this step.
