Recently my watch had reset and would not let me select agree on the conditions page after finishing pairing. What I had to do was force stop then clear cache and clear data then uninstall the Samsung wear app and the gear s plugin on the phone in the settings. Then go to the play store redownload the Samsung wear app. After the app is finished downloading, go to the settings then apps and allow all permissions. The open the Samsung wear app then connect the watch. The samsung plugin should download again once it reaches 100 percent go to the settings then apps then allow all permissions for the gear s plugin. Then go back to the app it this will allow you to get past the conditions page.
