How you factory reset the wearable. We are talking about wearable not the mobile.

Sorry for reviving this tread after one year, but I've found the solution.
Factory reset won't solve your problem if you restore your backup.
All you need to do is open Galaxy Wearable > Band settings > Notifications and enable the Phone app.
