Which TV should I use for soundbar HW-Q900T so that I get 'Dolby Atmos' on Netflix title?

I see a lot of people complaining that Samsung TV does not pass  Dolby Atmos to the sound bar attached via ARC HDMI. Would eARC help? Or is it just a matter or getting a 2020(or later) TV? Or is it just by luck? Why so much confusion on this regard?

according to Netflix:

You can watch Netflix in Dolby Atmos audio on select TV shows and movies.

You need:

A Netflix plan that supports streaming in Ultra HD.

A Netflix-capable device that can play Dolby Atmos.

A Dolby Atmos-capable audio system.

Streaming quality set to High or Auto.
