Yep it’s happening to most people with 2019 models. Disaster firmware update

Started having soundbar (Samsung R5 Series) issues on my UN65RU8000FXZA a few days ago.
It may not be a related issue, but here's what is working for me ...for now. TV Device Manager->Clean Memory Boost, then Clean Running Apps. My soundbar is now working like it's supposed to. Don't know if it will fix Dolby Atmos streaming on soundbar, but my Netflix audio has been fine since I've done this.
Hope it works for you.

Should also mention that I have to do this every time I turn on the TV. It's not been a one-and-done solution. Yes, it's pretty %$#@ing annoying, but it restores my HDMI audio.

I agree. My setup, working since 2019, now is not working good anymore: when i use any of the hdmi input from my AV Receiver, tv turn back the audio from external hdmi receiver to internal speakers within some seconds.
The only way to use my AV Receiver speakers is to disable arc on the receiver so the tv can't tell him to go in passthrough mode. In this way every time i want to use my console connected to AV Receiver's hdmi i must use two remotes and navigate in two menu... a total mess.

I have a Q60 that has been working perfectly with a Pioneer receiver for 3 years. But it looks like the 1401 firmware update made is so my receiver always switches to TV speakers now. I actually have ARC turned off on my receiver. I just tried turning it on, even though I don't want ARC, and that seems to have fixed things for now.
