Samsung support told me to long press On/off button on my remote and hold it for a while. Then TV restarts itself and deletes memory cache. After that the button My Apps finally has appeared. It has different design but I can work with that. Below are placed Downloaded apps and to manage them is necessary to push and hold an icon to get options to choose (re-install for example). No hard reset necessary, every settings stay as they were before. There is an icon of the App settings at the very bottom. This is as it used to be.

I just got mine back. The reset of holding down the power button till the TV turns off and back on, did nothing. I had to completely reset the smart hub and then it showed up in a new spot in the center of the screen. Keep in mind this meant I had to redo all of the apps I had and the settings I had but it did at least get it back. I have a Frame TV and here is where I went
Left menu -> Settings -> Support -> Device Care -> Self Diagnosis -> Reset Smart Hub

Possible fix: I ran device care option then rebooted TV. App icon is now on the top next to "live".

Just unplug the power, wait a few seconds, and the app menu will appear on the screen.
