Does pre-order a month early affect upgrade programme customers

As pre-order is happening almost a month earlier than last year, will those on the upgrade programme, who upgraded during last years February pre-order window, be eligible to pre-order the S24 next week so they can receive the pre-order offers? Or will they not be eligible to upgrade until February and miss out on this years pre-order offers?

Depends on when the upgrade started.
Normally you wait until the upgrade window opens before you can order.
That said, so far when I have upgraded. It's always been during the pre order period.
The Unpacked Event will be a few weeks before actual release. So there's plenty of time to pre order normally

We used to get an email advising when your upgrade window opens.
But last couple of times I needed to go into the upgrade lounge to access it

Ah, just found the login page for the Samsung Upgrade Programme and looks like I will be eligible.

As of today it says:

So, good news. I will be able to preorder next week on the upgrade programme and take advantage of the pre-order offers 🙂

Got the same email, hoping they give existing upgrade program members the option of returning our phones then move to flex if we wish. Although the over cost is much more and the settlement fee at the end is shockingly low.
