How can I change storage type,'back up to hardware'  on Glaxy J3(2017), into external storage?

For that you install Smart switch on your phone

On settings, other security settings, you will see 'storage type ' and it says 'back up to hardware'. That's mean the phone is coping all apps to internal storage and, in time, internal storage gets full. I want to know if I can stop that.

That setting you refer to is for credentials only, not data or app storage. You can only save apps to internal storage, although some apps allow app data to be stored on the SD card
