Endless waiting for replacement

I normally use the washing machine once a week and it only took 9 months for the drum to wear off and clog. The repairman said nothing could be done except full replacement. It's now been more than 2 weeks and I am still waiting for Samsung to organize the delivery of a new machine. Their internal department is apparently hibernating. Their promise of contacting me within 5-10 business days is a lie. It is hot summer and I cannot even do my laundry.

No of course.

Samsung called and said they would not deal with the washing machine anymore but rather refund me within one week. One month later, they suddenly told me they wanted the old machine back before they could give me my money. During this month, they did not arrange to collect the old machine and kept me waiting. They assured me that the refund was coming but it actually isn't. This is a deceptive merchant but the country could do nothing against it.
