When I read your comment I thought that sounded ridiculous. Opening the app from the quick access menu is the same as opening from the home screen.
Then I tried it. I opened it from my home screen - nothing. I closed it and opened it from the drop down menu and it worked!
How bizarre is that, but well done for spotting it @Piper123 . I swapped my phone out, I have had Google troubleshoot and it now works. However you shouldn't have to open Google Wallet to pay at all, but at least it's a workaround!

Still not working for me, either route. I have noticed that unlike previously, if it needs to re-authenticate, it is only telling me if I open the wallet, so reauthentication may be a factor somewhere as well.
