You could delete the app from the phone and also from your PlayStore MyLibrary to then be able to download a fresh install.

I am facing the same issue old phone s24 ultra new phone s25 ultra i tried everything possible but restore not completing.
I even purchase Whatsapp transfer software thats also not working. I tried to restore in other phone it was successful.
I even tried older Whatsapp app version.
I have passkey created thats why i tried to restore more then 30+ times otherwise Whatsapp gonna blocked my sign-in forever 😔
Waiting for some real solution

I'm really dishearted, I've had to give my S25 Ultra away to someone else. Huge loss. Not gonna upgrade to Samsung again, as they barely acknowledged the issue and keep deflecting the issue to Meta. I just wished they'd work together to sort it out.

I also have the same problem and I visited Samsong Dubai at mall of the Emirates several times but they were not able to solve the problem. It's not a good experience
