@alaa mardini: Does the issue persist with all videos that you capture on your device? It is possible, based on the example above, that the phone is having trouble focusing due to the spinning fan blade, along with the light from the window (as you are currently in low light conditions). With this in mind, try shooting a video in an environment with persistent natural light, and let me know if you notice an improvement.
