Tried all combinations of video settings, including turning off 'Auto FPS' and yet every video recorded has a different frame rate (see below screenshot from Premiere Pro).
Anyone know how to disable this and get consistent frame rates?? get the same outcome with auto fps turned on or off.

Yes - for Auto FPS (variable frame rate), but as mentioned I've disabled that.

That's very interesting, although in that instance they also had Auto FPS turned on. Even if Premiere is reading the frame rate wrong, it's still recording variable fps.
Looking at the clips in my phone gallery it's consistent with Premiere:
So all this leads me to believe there's a bug with 'Auto FPS' and it's not disabling it.
Side note: quite often when recording video on my S23 it's dropping frames every now and then, especially when I record after first opening the camera app (with all fps and resolutions), so maybe that has something to do with it. Quite annoying for one of the most powerful phones on the market right now.

I have the same issue. Looks like it is a common occurrence for the ultra.
I went to the store to try the s23 base, it doesn't have this issue, which is extremely weird.

Hello, so I shot like 10 hours of footage, imported it into Premiere and had the same issue. What solution did you get? Should I try bringing everything down to 24fps?

Hi, I own Samsung S23 (not Ultra), I recorded a long video using professional mode and Variable FPS OFF. The video should be 30 FPS but when I open it using VLC Player, it has 30.0202 FPS.
Another video has 30.0200. I have to say it is very annoying because I recorded the audio via my soundcard and now it does not fit to the video when Timeline in DaVinci is set to 30 FPS. Can I expect Samsung to look at this issue and potentially fix the Variable FPS option? Thanks
