I had to re install my S23, now the Google Play update is stuck at February 2025. Previously I was on March 2025. And I am told April 2025 is also already available.

As you have reinstalled your software, your device will in the coming days communicate to Google Servers and you'll then get the March or even April update then.
You'll have to keep regularly checking to see if there are any updates available. If not, then consider wiping the cache and data on Google Play Services to see if that helps. If not, then reach out to google on the community forums.
