Galaxy s23 Charging speed

SO my galaxy s23 is charging at 16W after 40% is it normal? and it reduces to 9w after 80%. Whats the use of fast charging it takes 1 h 15 min to charge from 20% to 90% . Seems quite slow

9w after 80 is normal as its to protect the battery but I would say 16w at 40 is a bit early to turn down but I'm not expert
