@AhmedEssam: Are you referring to Edge lighting, which produces a coloured border and bespoke effect when a notification is received? If so, please head to Settings > Notifications > Brief > Notification pop-up style > Edge lighting style > Choose your preferred options via the Effect, Colour and Advanced tabs > Done > Show even while screen is off > Toggle this option on.
