Looks to be all related with the Galaxy S21 Series...
I have checked permissions file storage, anything I can think of, all working properly. I also have a dual sim setup of telegram and that's working 100% ...

I have WhatsApp Dual Messenger on my S21. I use dual sim. I updated my phone on Mon 29-Nov 2021 in the morning then flew to Germany from UK later that day. It is critical I have WhatsApp Dual Messenger as I use it for work. My standard WhatsApp is work fine it is just the Dual version that is not downloading images or videos, the text function works okay. I've been searching everywhere online for a solution to fix the problem (whilst travelling on business abroad and desperately needing WhatsApp Dual Messenger). I thought it was a roaming issue but it is not. One forum online recommended downloading the WhatsApp for Business App which I did and now everything is working fine until WhatsApp and/or Samsung fix the Dual Messenger problem caused by the latest update. Apparently this is a common problem. Strongly recommend you backup of Dual Messenger before setting up WhatsApp for Business. This fixed the problem for me.

Not sure about you guys, i just updated yesterday but i face issue in whatsapp if you try to play a youtube video which is shared by other ppl. It crashes when it try to show Picture in picture mode. Other than the dual whatsapp image issue. I hope no other issue although i've already start regretting the update.

Works well for me after same issue on dual app - galaxy ultra s21.
The issus is caused by new system file location for dual app, now on separate virtual disc.
- Open file manager.
- Storage - Dual Storage. Click on "!" and allow read write access
- Go to storage, Dual App, Android, media, com.whatsapp, whatsapp folder
- Select an copy all folder (Backups; Database, Media...)
Go back to root
- Select Internal Storage Dual App
- Open Android->media->com.whatsapp->whatsapp
- paste
Done !
You can erase copied files if you want inside source folder.
