I have an old Samsung Galaxy S8 and I got it fixed....first you have to open your phone app and find the # your phone forwards to for voicemail...here's how I did it. Hopefully it will work for you?
click the 3 dots
click settings
click supplementary services (let the page load) it should show call forwarding, call waiting, etc.
click call forwarding
click forward when busy and you will see a phone #. write down that #
then use this method
Open your phone keypad
dial 61 + the number you wrote down including the 1 + 11 + the number of seconds you want/ # * then press the green call button...you should get a message on screen saying the change was successf
so here's a made up example
61 1 805 647-2318 11 15#*
This would set your phone to ring for `15 seconds before it goes to voice mail.

I got mine fixed...do NOT use your voicemail phone #!!! See below.
**61*voicemailnumber**XX#. (replace the XX with the number of seconds you want it to ring)
Just be aware when you use this method, you have to look up your forwarding phone # which is different from your voicemail phone #. To find the forwarding phone # , open your phone keypad. click the 3 dots, click settings, click supplementary services and let the page load. Click call forwarding and it will show a phone #. Use that phone number in the formula instead of the voicemail phone #.
