While my Samsung A23 rings it doesn't vibrate all together.

Hopefully just a setting. settings- sound and vibration- call vibration/ vibration- turn on.

If it is on go to samsung members app- support- diagnostics- does it pass the tests?

The vibration is on in settings and I have done the support diagnostics but does not pass the test.

If the diganostics fail youd need a repair, sadly

@DaveMajeks: Just a note, there is also an option called 'Vibrate while ringing', located below Sound, Vibrate and Mute in Settings > Sounds and vibration, which needs to be toggled on in order for the phone to vibrate when an incoming call is received. 

If you have run a diagnostic, and an 'Action required' notification is visible in the summary at the end of the test, then please head to samsung.com > Scroll to the bottom of the screen > Contact us, and reach out to out Support Team for further assistance.
