@burto23: Are the affected contacts visible in the Contacts app? Can you try heading to the Contacts app > Tap the 3 lines in the top left > Manage contacts > Sync contacts, and make sure that your secondary Google account is toggled on, then hit 'Sync' to see if this helps?

I also have this problem on my S23. Under 'Safety and emergency', tapping on 'Medical info' and 'Emergency contacts' does nothing. If I go in to 'Emergency SOS' and toggle everything on, I am then asked to add some emergency contacts, but it doesn't work - all options are greyed out (get to the same screen by going in to 'Emergency sharing'). I am using the Google Contacts app and the phone is up-to-date. Is very frustrating ☹️

All my contacts are saved to Google account

All my contacts are in a exchange accounts. I don't keep them stored on the phone, so they are there by syncing those cloud based accounts. This is a bad omission to only allow phone based contacts. I don't want to be forced to create a duplicate phone based contact of one that's already in a synced account.
Samsung please fix this.
