@ClareLou: I'm not sure what might be restricting you from adding more than one Emergency contact. If you head to the Contacts app > Tap the 3 lines in the top left > Groups > Emergency contacts > Add emergency contact, then this should show your list of contacts. From here, simply tap on any contacts you want to add, then hit 'Done' at the bottom of the screen.
If you can't see a list of contacts when following the steps above, head to the Contacts landing page > Tap the 3 lines in the top left > Tap the bar at the top of the pop-up window (below the cog symbol) > Make sure that 'All contacts' is selected.

@ClareLou: If you follow the steps above and select 'All contacts' then the storage location should not be a factor.
Alternatively, head to the Contacts app > Tap the 3 lines in the top left > Manage contacts > Move contacts > Select your SIM > Tap 'All' in the top left > Done > To > Select 'Phone'.
By changing the storage location, and select 'All contacts' as per the above, are you able to see your list of contacts when you go to 'Add emergency contact'?
