Cannot connect device on the phone e.g. buds kindle iPad. Don't know need some guidance.

try turning off and on the phone

then head to Settings → Connections → Bluetooth

If is the Samsung buds then you need to install the Galaxy Wearable app I think and use that to pair and manage the buds
