Have had 2 sm updates and put new card details on my phone snd still cant pay for things with my phone have also cleared data/cache uninstalled re installed app force stop and still no joy im hoping will get a full update soon to version 7 iu and that will fix the problem .

Please check with your Banks Customer Services that they support these types of payment process on your phone @wezsoph 

Have you tried Samsung Wallet  ?

If they do then explain your experiencing issues with adding your card.

Also try > Clear Cache Files from the phone's System Partition Section  > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too. { Repair Apps may not be availableto the Samsung Galaxy s²⁴ Series of phone's. }
