64343 premium text message

Hello I know my phone is bit old. I have tried to send text to 64343 (UK),but failed many times. I set up the phone to allow me to do this and SIM card company told there is no restrictions from their end but why I could not do it. It seems I can send to a 6 digits number but not this 5 digits, help please.

@Peter204: Please can you try heading to Settings > Apps > Tap the 3 dots in the top right > Special access > Use premium text message service, and select the Messages app, to see if this helps? 

Alternatively, please reach out to the company that the number is registered to, to enquire about any potential restrictions that might prevent you from messaging 64343.
