Jelly effect while scrolling in Galaxy Tab S4

I have a slight jelly effect while scrolling on the Tab S4.

Yes.

I sent the device back to the seller.

But they said they should check and they will tell me the result.
I bought this device from the largest and most reputable online store in Iran and That was very expensive.

I live in Iran and I am very angry with Samsung.
I'm disabled and I bought this device for use at home.

I have this issue as well. Guessing it's a hardware issue like it was on the oneplus 5. Anyone else?
