Firstly i will caveat this reply by saying I haven't set this up.
But in the Galaxy wearables app, with the watch ultra settings, there should be an option to 'set up a mobile plan. ' see screenshot below.
If you have already tried this then I have no more help just now. Personally I dont see a point of the LTE sim option on a phone and the need to pay a second mobile subscription.... as the watch and phone pair together and calls / content can be shared between them.
I do understand however that some users have a need for cellular when the phone is not in proximity. This is not one of my needs personally.
