My guess is that some devices are classed as 'master' and others as 'slave'. Very common in the engineering world and with data... software traffic...handshaking... etc.
So your phone is a master device. It can sync with many slaves... I.e. buds...watch... ring... etc. Your s10 tablet is also a master... it can do exactly the same.
Some things with the buds and the 'seamless' buds connection mean that a slave device can be passed from one to other with this method, and save having to pair individually to each device. Multi device Bluetooth has been possible with some headphones for a while now.
I could be wrong but I believe the watch can only be paired to one or the other device... It doesn't have the ability to pair to both simultaneously. However, it is possible that you can sync the health data fron watch to device and then between the two devices in the cloud sync of samsung health.
However it is not possible to pair two 'master devices' together. So to pair the phone and the tablet is not possible by a connection. Evidence with smartswitch might say otherwise, but for permanent connectivity I believe it isnt possible.
Ways around this is with the cloud saving of your photos, notes, and able to share and sync data between them clouds... but actually pairing the hardware together on the two master devices is not strictly possible.
Just to say that I am making an engineering judgement with this. I don't know for certain. But this is the best explanation i can think of. Hope it makes sense.
