There are countless posts on various forums about users of 3000-series NVIDIA GPUs having major problems with their Samsung TVs. These include:
-Not being able to set the refresh rate above 60 hz
-Not being able to use RGB and other color settings
-Not being able to enable Game Mode, input signal plus, HDR etc.
Basically, these TVs seem to have some kind of flaw with their HDMI 2.1 ports or their firmware (or both) that makes them incapable of properly communicating with these graphics cards.
I have this problem with my own TV (Q95A) after upgrading from a 1080 TI (worked fine) to a 4080. Samsung refuses to acknowledge this is a problem with the TV and I doubt it will ever get fixed. Their support just blames NVIDIA, even though other companies had similar issues with their TVs and ended up fixing them.
If you want a TV that works well with your PC, I strongly suggest you avoid all Samsung models.

I have Qe55q83 tv from 2020 (no problem with rtx2070 but problem with rtx4070) and i change for a TQ90C 2023 and same problems...
Fact: same problem with Lg Nanocell tv all 4k tv
Never appears with my Jbl sounbar (hdmi in port on the back)
I have test lot of hdmi cable 5€ to 45€ (Monster) and it make no difference

I solved my problem in a very simple way, unfortunately the links I'm going to send are only for Brazilians:
I currently use a 10 meter HDMI 1.4 cable on my Samsung CU8000 TV, my VGA is a 4070 TI Super, everything worked perfectly, but when I connected the TV to the HDMI it simply couldn't get a signal, how did I solve it:

I have a QN90C running on an AMD RX6800 and have been having dropout problems and very strange errors with game mode enabled - wrong refresh rate, timing errors, no HDR. So it cannot just be the one connect box issue and not just Nvidia either.
So far the peculiar but very simple solution for me was enabling GPU scaling in the AMD control panel.

Here is a software only method, on how to get it to work without bying any cables that worked for me:
To do this method and clear the old display "cache conficurations, starting from clean slate , Use this instruction link of how to delete old display cache configs in windows.

"write regedit to windows 11 and run, search from regedit the directory -> HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\
Under that griphicsdrivers directory, there are tree subdirectories
Conficuration
Connectivity
Scalefactors
Delete the old monitor cache entries in these tree subdirectories.
Shut down the computer and Then restart the computer with the hdmi cable connected to the display.
"If you canot edit these values due to blank screeen, try doing it through safe mode"

All of your issues are due to incompatible cable.
You need GOOD quality HDMI 2.1 cable that has certification.
I been using QD-OLED S95B as my PC monitor for 2 years with RTX 4090, I also have other devices pluged into it, series X, PS5, backup PC, unraid
my main rtx4090 [now it has 4070S] had ZERO issues, because it had Certified HDMI cable day1
on SOME of other devices i had similar issues like you
Like only 60hz working but 120hz dont
or 120hz works but than screen gets break-lines or disconnects
2 days ago i connected good HDMI 2.1 cable to my mini PC and had purple lines, if i enabled 10bit mode even at 60hz it would break the screen, the issue was 90 degree HDMI port adapter, when i removed, 0 issues.
MY Series X had issues, i had PS5 and series X connected with HDMI 2.1 fiber optical cables, these were old and i received them for free, because they had issues like they wouldn't work on 3090 + LG C9 [my previous setup], so i received a refund.
I decided to test them on Samsung, well one cable works fine, even in 120hz, other cable only works in 8bit 60hz mode, all my issues on series X were solved when i replaced the cable.
unRaid was plugged with HDMI 2.0 aliexpress cable, so it only worked if i had Signal Plus disabled
All the issues across all devices solved by getting good cables, on all devices except main PC, I use good Aliexpress HDMI 2.1 cables, I think from uGreen they silver colored very think, on main PC i have certified cable from amazon dont remember the brand but its something everybody recommended
My main PC 4090 was connected DAY1 with certified cable from amazon, and i had no issues, my windows always set to run 4K/120hz +10bit.
When I game i manually turn on Game Mode + VRR [which works fine.
THE ONLY bug this TV has is that Gamemode AUTO, turns on game mode when i dont need it, like on some full screen video, on looking images/video on telegram etc, it could turn game mode in even when VRR is disabled in NVIDIA, so im keeping it off for day to day use and manually turn it on, vrr and HDR when i game
I had no issues

I have a fiber optical 2.1 4k certified cable now, and still have the problem, so definitively not the problem...
I have the RTX 4070Ti Super from MSI now and till have the same problem with this tv...
My after sale service cant do anything for me because "all HDMI ports works great with any peripheric except your pc so your pc is the problem".
No. I have tested my pc on a TCL C64 55inch tv from 2024 and its work like a charm, same with a PC monitor from Japanex 4K 144hz all work great.
I have make an update from USB because not visible on OTA mode directly from the tv.

Some fiber cables have incompatibility with PC GPU + TV combos, i have 2 such cables that one didnt work at all above 60hz and another that worked but randomly had issues.

believe me cable is not the problem. The S95 series from Samsung have less problem then the older ones , in my case qn95. qn95 is the 2021 model. I have try ever cable all certified. one cable from cost me 200 dollars. it reduced the dropouts but they are still there. game mode? forget about, if i turn game mode on it dropout immediately. I even had a service man from Samsung updated my tv via usb stick . still nothing and he couldn't figure it out. its better on the newer models but still happens to some. consider yourself lucky.
