EASIEST SOLUTION 

Reset tv to default settings. Download the “SmartThings” app and follow the prompts.

I had everything done in 10 minutes.

I solved this by using my mobile phone as a hotspot and logging the tv in to that instead of the home wifi.

Once terms and conditions had downloaded and been accepted i switched back to the home wifi network and everything worked fine after that. So somehow the Terms and Conditons download was being blocked by the home wifi network!

I have done that over and over again still not working for me. I just bought this tv yesterday in the Marshall Islands and with no luck. 

Can you help
