How does samsung TV's play Dolby Vision content. Is it scaled to HDR 10 or HDR 10+ or no HDR ?

Ok 99% sure it deplays as HDR10+ normally the info button on the black Samsung remote will say HDR if it is just standard HDR. So I just put on Halloween: H2O that has 4K Dolby Vision now on my lastest gen Apple TV box that supports HDR10+ and I pressed Info on Samsung remote and it says it is UHD HDR10+

You are kind of answering your own question. Apple TV 4K (3rd gen) that does HDR10+ is sending HDR10+ to your TV. That's why you are seeing HDR10+ in the info. If you changed your Apple TV 4k to Dolby Vision (which I don't even know if that is possible because it knows the capability of the TV it is connected to) it would probably then show as just HDR10 because it reverts to the HDR10 base layer. At least that's how I understand it.
