The tv displays at the bottom of the screen that CLOSED CAPTIONING is on, however it is not active while viewing the movie. I have unplugged the fire stick more than once and did the same for the tv.
If you are using a Fire Stick, CC must be enabled on the streaming device and usually in the app you are using on the Fire Stick.
