Offline onedrive files not available without wifi

I have Galaxy S9 Ultra. I bought 1TB version to accommodate all my onedrive files.

Onedrive is fully syncd locally in the tablet and 'store files locally' option is checked.  The available storage in the tablet is now reduced by half indicating all files are locally stored.

But when I am offline, when I try to watch one of my videos or listen to an audio file it tries to download the file which makes no sense as the files are stored locally.  It tells me to connect to the Internet.  

Why is it doing this and where are the local files stored and why can I only access them through onedrive connected to the Internet?  So if is the case why did I spend the extra money on all that storage?

It might be worth you tapping on the My Files app, then tap on Internal Storage and have a browse around in there. Just be careful you don't delete anything accidentally.

When in the Internal Storage section. Make sure it's set to "All" (as indicated in the screenshot) and not Essentials. Otherwise you won't see all your files in which you can search for your downloaded files. Screenshot_20231013_134536_My Files.jpg

Also, when you're offline. In the menu of the OneDrive app, you should see a header for Offline Files, or something like that??
