UPDATE: it's true that there are people who prefer not to use Bixby Routines. So yeah, better to keep this feature!
Bixby Routines now offers Modes, among which there is also Driving mode, where you can also set Do Not Disturb to enable automatically when driving. However, in system settings > Safety and Emergency there is the "Silence notifications while driving" feature, which essentially does the same thing. Now that there are Bixby Routines Modes, you can consider getting rid of this feature to avoid duplicates.

Bixby is an add on feature and not everyone uses Bixby. It's good to have this safety feature outside of Bixby as part of the default phone settings.
