Add Home Up's "Gesture top priority setting" to OneUI

When we pull up the foreground app to go to recent apps, the scroll is also registered inside the app. This issue is there since OneUI 4, but we would be able to mitigate it with Good Lock's Home Up by turning on "Gesture top priority setting". It should be implemented directly in OneUI 5.

thank you for describing your idea in such detail. 🤝 

However, as such suggestions can be highly individualized, their implementation depends on the number of users supporting such an idea. In general, more votes, e.g. in the form of likes from other users, are needed for it to be considered.
