I restarted my phone to try and fix some lag that was happening but the phone restarted and then before it could finish it flashed the message in the picture below and restarted again. This kept on happening until it died. soft resets don't fix it and recovery mode does not work.

Be aware one of the options may act as a factory reset so you'd need to set your phone back up.
If all fails then let a Samsung Service Centre have hands on.

No, but any attempt to turn it on, or plug it in restarts the process.

Plug the phone into the charger and leave it powered up and charging. Allow the boot loop to carry on going indefinitely. I've heard reports that eventually, the phone will boot up normally. How long? Who knows. Maybe a few minutes or several hours. The reason for leaving the phone on charge is to prevent the battery from draining completely whilst you wait for the boot loop to stop.
