Can deleted messages from a Samsung S9 be retrieved?

I followeed advice from Google. Went into settings, but found messages cannot be retrieved. Is this correct?

Click on Messages
Then click on the three dots
Top right And click on
Recycle Bin

You need a special tool for the job. Most of them, costs a bit 🥱
