Hi, @Paresh521. Further to what @ChrisM has asked, have you got the Maximum power saving mode activated on your Book2 Pro? Doing this would mean that the notes would not sync as expected.
To check when or whether the Battery saver activates, please open Settings > Power & battery > Battery saver (this can be toggled to be on Always, Never, or to activate when your Book2 battery level reaches 10%, 20% and so forth).
You mentioned that the Data are synced. Just to ensure that this setting is active on your laptop as well as your S23 Ultra, please open Samsung Notes on your Book2 Pro > Sync with Samsung Cloud > Storage (toggle this On).
I'd also recommend ensuring that you are using the most up-to-date version of Samsung Notes by accessing the Microsoft Store and checking for an app update. If one is available, please download and install it.

I also have the same issue, i even put my laptop to maximum performance to keep the synching running but it fails to synchronize.

I have S24 phone and tab S9 and same issue: notes are never syncing to cloud until I go to settings and press Sync Now.
I am really disappointed in overall for Samsung quality. So many bugs everywhere.

I appreciate that's not ideal, @Malakias. Just so I'm clear, do you have Sync with Samsung Cloud and Sync shared notes using toggled on via the Samsung Notes' settings on both your phone and tablet?
To check this, please open the Samsung Notes app > Click the three-line icon on the top left > Click the gear icon > Check the aforementioned settings.

Yes of course I have sync turned on. It is not even possible to go to Sync now setting without noticing this sync On slider.

Thanks for confirming that. Interestingly, your screenshot shows Samsung Notes sync, whereas the menu title on my own devices is Samsung Notes settings.
Please can you let me know how you accessed this sync menu?
Furthermore, on both your tablet AND phone, have you toggled the setting below on?
Go to Settings > Accounts and backup > Samsung Cloud > Samsung Notes (toggle ON).
