I understand that with the introduction of Android 13, there is now functionality to activate multiple eSIMs simultaneously. Google call it MEP (multiple enabled profiles).
I also understand that this functionality is backwardly compatible for phones that have eSIM hardware (eUICC) installed - like my Flip 3 & 4.
This means that we don't have to toggle between eSIMs when we want to use a different eSIM (since only one eSIM can be active at any time, regardless of how many you have installed on the phone) and so, for example, activate more than one phone number simultaneously.
Does anyone have know how this functionality can be enable on Samsung phones that have Android 13? I have Android 13 on my Flip but I still can only enable one eSIM at a time.

That's key point to keep pSIM slot even dual SIM is possible using eSIM with MEP feature. Till the information what I am having, lock mechanism was not supported in dual eSIM. So I think yes if device is locked then you can't disable the pSIM slot and can't used 2 esim profile. But don't know if QC has implemented the lock mechanism in dual esim or not. I am sorry I don't have the solution details about your query. But in future plan is remove the pSIM slot and with MEP lock mechanism will be implemented using pre installed eSIM profile which you can't disable and delete until service provider will not unlock your device.

Ok, if we assume that an eSim imei is unique, then only one provider can link it to their infrastructure at a specific time. Because I think emei are the DNS entries of phones. Based on the emei number, the cell tower knows to which MVNO the phone data/call requests need to be sent. Therefore I think the multiple profiles using one eSim will need to be from the same provider. The only way to circomvent this, would be to have 2 eSim emei adresses to register on the cell towers.
Is that correct?

IMEI is linked with phone not esim. So your assumption is wrong. Also with MEP you can enable two different esim profile from different MNOs, it's not necessary from same service provider.
